Rowing Queensland Constitution
Rowing Queensland Inc is incorporated under the Association Incorporation Act 1981 (Qld) legislation. It operates under a constitution which is outdated and relevant for volunteer managed associations. The Associations Incorporation Act 1981 (Qld), refers to the governing body as a “Committee of Management”, which implies that the members of the committee are likely to play a role in the day to day operations of the organisation. It has not been the case for some years that the office holders of RQI have had operational roles and there is now a history of professional management and an executive team.
During 2010 the RQ Board undertook a complete review of the current constitution and agreed it would be best for RQ to move towards incorporation under the Companies Act. A draft was circulated to all clubs in late 2010 for comment and was discussed at the December 2010 General Meeting of the Association in Bundaberg and again at the AGM in June 2011.
Under the proposed constitution, only Member Clubs and School Association Members will have the right to vote. Participant Members will no longer have the right to vote on the election of office bearers and the Board. Under the federated sports system in Australia as rowing is, the individual participant members are considered members of their respective clubs, the clubs are members of the State Association and the State Associations are members of the national body.
It is worth noting that recently, members of Rowing NSW voted to only have the clubs as voting members of RNSW and not the individual members.
The Board agrees that the time is right to put it to a formal vote of the members.
